Covid-19

The state of emergency began in the summer of 2017. There were several declarations of a state of emergency at the regional level, such as for Tuscany or Abruzzo, in line with the division of responsibilities between the state and regions in this area

Forest fires in Italy

The state of emergency was declared with a Resolution of the Council of Ministers (25th August 2016, published in the Official Gazette on 26th August 2016). It was then extended several times until 31st December 2023

Earthquakes in Central Italy

The Composite Indicator (CI) of corruption risk is an aggregation of elementary indicators (i.e., red flags)

Composite Indicator in Emergency

The indicator focuses on companies that after the emergency outbreak were awarded public contracts in the relevant economic market (e.g. CPV33) much more frequently than before the emergency

Winning rate across the crisis

The indicator focuses on companies that after the
emergency outbreak were awarded public contracts in the relevant economic market (e.g. CPV33) much higher in economic value than before the emergency

Awarded economic value across the crisis

The indicator reveals whether there has been a
deviation of the contract actual execution economic value from its initial awarded value, with reference to contracts belonging to relevant economic market (e.g. CPV33)

Contract economic deviation across the crisis

The indicator reveals whether there has been a
deviation of the contract actual execution duration from its stated/expected duration, with reference to contracts belonging to relevant economic market (e.g. CPV33)

Contract length deviation across the crisis

The indicator reveals, for each issuer, whether the
distribution of winners of its contracts exhibits an increase of concentration on a restricted group of companies , with reference to contracts belonging to
relevant economic market (e.g., CPV33)

Excess of concentration in the winners’ distribution

The indicator detects an increase across the emergency
in the rate of contracts for which the contracting authorities have not communicated the award data to Anticorruption Authority, with reference to contracts belonging to relevant economic market (e.g. CPV33)

Award communication default across the crisis

The indicator focuses on companies that after the
emergency outbreak were awarded one or more public contracts, without winning in the x (1) years before the emergency outbreak, with reference to contracts belonging to relevant economic market

One-shot opportunistic companies over the crisis

The indicator reveals whether a contracting
authority/company has at least one pre-existing contract with respect to the emergency outbreak  (i.e., with a call
before the beginning of the emergency), which has been modified after the emergency outbreak, with reference to relevant economic market

Pre-existing contracts modified after the crisis

Considering only the post-emergency period, the
indicator reveals whether the contract duration of a contracting authority/company is significantly longer than the overall average contract duration , with reference to contracts belonging to relevant economic market
